浅谈农村学前教育管理现状与困境

摘 要

我国是农业大国,农村人口基数较大,农村学前教育一直是我国学前教育领域的薄弱环节,入园率底、师资力量弱、办园条件差、儿童外流等诸多问题一直困扰着农村学前教育事业的发展。阳泉市 C 乡作为中部地区的一个普通乡镇,学前教育的发展也面临诸多问题。

本研究以阳泉市 C 乡为切入点,公共管理相关理论为基础,采用实地调研的方式,通过问卷调查法、访谈法和文献法,从政府、幼儿园、社会等多个方面入手,旨在探究农村学前教育发展面临的困境及成因,并在此基础上提出针对性的政策建议。

本文主要分为五个部分:第一部分是绪论,指出相关研究的重要性和背景状况;第二部分是基础理论部分,主要为阐述一些相关理论;第三部分为现状叙述,通过对阳泉市 C 乡的实地调研和走访,反映 C 乡农村学前儿童教育现状;第四部分为原因剖析,针对目前 C 乡的实际状况,深入分析其产生的原因和背后问题;第五部分为相关对策,即对目前的状况提出对策建议,以解决当前农村相关学前教育问题,保障农村儿童学前教育的健康可持续发展。

当今社会,随着农村学前教育重要性的彰显,引起许多专家学者的研究,但多针对特殊农村。笔者选择普通乡镇为研究对象,通过实地调研,分析学前教育发展面临的困境与成因,提出健全法律法规、构建服务型政府、规范幼儿园管理、动员社会力量等建议,对一般农村儿童学前教育发展具有现实意义。

ABSTRACT

This research takes C Township of Yangquan City as the breakthroughpoint, based on the theory of public man**ement, and adopts the method of fieldinvestigation Through questionnaires, interviews and documentation, startingfrom the government, kindergartens, society and other aspects, this paper aimsto explore the predicament and causes of rural preschool education development,and on this basis, puts forward targeted policy recommendations

This study is mainly divided into five parts: the first part is the introduction,pointing out the importance and background of the relevant research; the second part is the basic theory, mainly to explain some related theories; the third part isthe status quo, reflecting the status quo of rural preschool children education inC Township of Yangquan City through field research and visits; the fourth part isthe analysis of the reasons, aiming at the current reality of C Township; the fifthpart is related countermeasures, that is to put forward countermeasures andsuggestions for the current situation, in order to solve the current rural relatedpreschool education problems, and ensure the sustainable and healthydevelopment of rural children's preschool education

Nowadays, with the prominence of the importance of rural preschooleducation, many experts and scholars have studied it, but most of them focus onspecial rural areas The author chooses ordinary township as the research object,through field research, analyses the predicament and causes of preschooleducation development, and puts forward some suggestions, such as perfectinglaws and regulations, building a service-oriented government, standardizingkindergarten man**ement and mobilizing social forces, which have practicalsignificance for the development of preschool education for ordinary ruralchildren

1.1 研究背景

2010 年 7 月,在国务院颁布的《国家中长期教育改革和发展规划纲要(2010-2020年)》中提出要重点发展农村学前教育,强化政府的责任,建立“政府主导、社会参与、公办民办并举”的学前发展基本方略。在党的十九大报告提出“乡村振兴战略”中提到“推动城乡义务教育一体化发展,要高度重视农村义务教育,办好学前教育努力让每个孩子都能享有公平而有质量的教育”。梁启超先生也曾说“人生百年,立于幼学”。一个人的一生有多个学习阶段,学前教育虽然处于初始的一个阶段,但对于整个教育过程来说是非常重要的组成部分,尤其是现代社会,学前教育几乎代表着终生教育的奠基石,在人的一生中发挥着重要的作用。

我国是农业大国,目前农村的人口基数依然较大,农村学前教育方面也一直是我国学前教育领域的薄弱环节,入园率底、师资力量弱、办园条件差、儿童外流、留守儿童等诸多问题一直困扰着农村学前教育事业的发展。农村学前教育现状不容乐观,不论从教育规模,还是教学质量上,都与城市的学前教育存在较大差距。关注农村学龄前儿童的教育状况,保障他们接受良好的学前教育,这是一项任重而道远的工作。
